We also have very little insight into voter turnover. What if 25 voters aged out of the electorate this year and 23 were Wagner voters? He'd likely need to be a lot more than +5.

Utley is +5 but 10 voters have added him who didn't vote for him last year. Five other who did vote for him last year have dropped him. Weird.
