This describes how an adversary could achieve the observed activity. It could be red teaming, sure. Logically, however, it connects to the 2023 balloon incident, which involved a platform the size of a bus. Also, around the same time, drones were observed in central Nebraska.
A random security measure isn't quite a red team though it may appear as such, it's intentionally chaotic/random, the point is to throw others off guard.
I think, they want to make us think it's a vague potential threat (🇨🇳). Theater of amorphous threat orientates the people to desired posture
