I'm going to assume it has to do with the lack of moisture in the air. Basically, the upper atmosphere in the area is dry. Right now, Raleigh's relative humidity is around 30%. You need around 70% to snow. I'm going to assume, for some reason, the Raleigh area is just dry every single time.
