Trump said he would favor countries that spend 2% of GDP. Now that most do that he'll favor those that spend 5% of GDP (which is pretty hard for anyone). If some somehow reach that bar, he'll favor only those that spend 10% of GDP.

This is not surprising, but not new for a country to take a standby position during wartime for political reasons. I understand the German government refused to send their military to participate in the Gulf War. I was assigned to NATO. My German colleague was no longer sitting next to me.
