Although I agree that he, in particular, probably believes he is being honest. There is a duty of diligence required when you accept tax payer's money and "act in their best interests."
So I think he should be charged with dereliction of duty for ignoring evidence.

This is horrible for the child who passed, the parents should be charged for abuse. But I’m sure the pro-life party would get pissed and scream weaponized law enforcement.
