Most of sane EU companies choose processing of data by cloud suppliers strictly on the territory of EU anyway.

The major cloud providers will simply create subsidiaries in Europe manned by Europeans and majority owned by Europeans but buying services from the "mother company". Because if they don't, European competitors will appear quickly. Cost will be higher for Europe but that's it.

Yes ... but those are still owned by US companies and to a large extend operated by non-EU citizens. Thus, these datacenters will operate according to US laws and subject to US jurisdiction.

If the NSA were to ask a US employee at a datacenter to grab data from an EU hosted server, then the US ...

If these datacenters were majority owned and operated by EU citizens, no request from NSA that wasn't legal according to EU law would be accepted.
