It depends on the location of the fight. Indoor fights where they can't go 30-60 ft out of range of cantrips and javelins are fine, imo at all levels.

The fight is outdoors but has a space where players could take cover/wait it out. It's also a boss monster for the level at 120 XP. It has a ranged attack but it's Telekinetic Projectile which only has 30 feet.

If that's its ranged attack, then its only option at range is to fly and attack with TP that makes it a pretty weak attacker. I think most compositions could easily take it down if it's within 30 ft and can't fly too far away.

I don't think flight is a huge problem, even for low level characters. If the party have sufficient warning they can prep for it. Bring some tools or spells that can help them out. Or chose a better location to fight it where flight isn't as great an advantage.

If it's forced to remain in close quarters, either by being fought indoors or by having severely limited ranged options, it should be fine at basically any level. Flying around outside with a longbow, however, is a very different matter.

Bloodseekers are flying Creature -1s, so there's no level limit. Just don't use tactics that make it impossible for the PCs to do anything.

Ah! It's not just flying, it's flying PLUS access to a ranged attack that create problems at low level.

This monster has Telekinetic Projectile, but that's only 30 feet. I don't know, I think I'll leave it and test it to see if it's okay for the players.
