Definitely, which is why I think it should be a call for vigilance against this kind of behavior, something which Israelis take quite seriously and the Guardian article ignores.

But shouldn't we take the silencing of dissent just as seriously, even if it isn't widespread? Or perhaps, before it becomes normalised and widespread?

So on the record. YES, it is a problem! It is not however so pervasive that any reasonable person (or perhaps Jewish Israeli, I cannot speak for my Arab neighbors) fears actual reprisals for speaking out. Instances like the one documented in the article are (for now anyway) incredibly rare.
