I think the obvious solution here is to partner with Ukraine to open new manufacturing facilities throughout Europe and skip their own R&D they are years behind on.
But saying a country produces more weapons and munitions when its' at war than a country does that is in direct conflict with no-one is like questioning why a country that has no snow is spending nothing on clearing snow.

it began because Europe handed Hitler Czechoslovakia
WW3 began when Putin invaded Ukraine
but the groundwork was laid when he invaded Crimea in 2014
Western countries had already ten years to recognize what they just realized on the last week when it became crystal clear that they can not trust in the US anymore if they want to be protected from russian invasion.

And it is not like we didn‘t have any armies prior to the full scale invasion.
