I think it was word play, and he may have used the word intentionally. A suit can be worn to signify authority and formality. But it can be window dressing. What matters is the person who wears the clothes.

Zelenskyy made a statement to Trump and Vance (plus their handpicked reporters), when asked by Brian Glenn, rightwing media head, “Why don’t you wear a suit?”. Zelenskyy replied, in English, “I will wear a costume after this war is over. Maybe something like yours. Maybe better, maybe cheaper."

Oh,I see now.You mean President Zelensky.Yes, he did say costume. And he meant suit.He wasn't being sarcastic,althought it would have been appropriate snark.Since костюм сan mean both a suit and a costume in Ukrainian(and Russian which is his first language),I think it was a slip of the tongue.
