AFAIK the EU 'budgetary limits' referred to are about rules intended to ensure that EU-distributed funds are spent on 'butter, not guns'.
So, this would be a significant extra step beyond the Eurozone relaxing its 'fiscal rules' to assist its member-governments borrowing to (re)arm.
Am I correct?
