The reporting to this point suggests that Luigi intended to affect insurance policy, which is really only coherent if he thought this murder would intimidate insurance company execs to change their policies.

And from what I seen earlier the arraignment judge is married to someone who works for that insurance company so I can be wrong but isn't that a conflict of interest

No. The arraignment judge, whose job is basically clerical, is married to someone who used to be an in-house IP attorney for Pfizer fifteen years ago. It is not a conflict of interest.
