If anomalies exist that appear to be a result of programatic data manipulation ..even in ONE location ..then one can assume it isn't an issolated event. No one creates a program for one data point.

You say making assumptions from appearances. That's the part that feels icky to me. Maybe you mean something stronger than just an appearance and something weaker than an assumption. Like when faced with evidence of manipulation, we can suspect it wasn't isolated.
Im not talking about appearances. The data is already suspect enough for a judge to consider hearing the case. IF this case can show PROOF (not just appearance) of manipulation, THEN it gives credence to other questionable instances.
Fact-based, not icky
I still think we're talking past each other. All I'm saying is it should be strong evidence and we should be careful in our language or we risk discrediting the efforts.
