We were spoilt with that one compared to the US. My physical game collection is nearly non-existent compared to you but I have one of those with the art cards inside.

Sadly not, it's still only available on PS3. They did a SOTC remake for PS4, but they also radically changed the art style. There's no way of playing ICO or the original version of SOTC on PS4/5.
They even released a bunch of ps2 games wrapped in emulators during the latter half of the ps4's life. I have to remember to check if it's horribly broken next time I have a hacked console with me.
Well, there is a way, but it requires a high tier PlayStation Plus subscription, which gives you the means to cloud stream older games from PlayStation’s servers. It’s not ownership, and it’s pricey, but it is a way some people can play it on the newer consoles.
I would consider that playing on the cloud, not playing on PS4/PS5, but also I don't believe either the PS2 versions or the PS3 remasters of ICO or SOTC are available there either.
I saw a speedrunner practicing the PS3 remaster via the cloud service just yesterday. She even talked about how she should really get the game physically to avoid any crashes during her run.
What's funny is that the box art reads NTSC-J as per the top right corner, but also has a post-2013 revision ESRB logo, (changed around the start of the 8th-gen with PS4). They now use black lettering on the top section of the label with a white bkgd vs. the opposite. Shoddy photoshop I guess...
The cherry on top is that cover still has the NTSC|J box in the upper right corner. Either somebody didn't do their due diligence while photoshopping, or, more likely, judging by the graininess of that box art compared to the others in that gallery, I'm guessing it was just straight up googled. 😵💫
