Feels like temperature takes into account humidity and wind with the actual temperature to explain what it will feel like. 32° with low humidity and no wind feels vastly different to 32° with high humidity and high winds.
It's also why 85° with high humidity and no wind can feel like 100°. You can't shed heat fast enough and keep sweating. Whereas in the cold you can't keep heat especially with wind and frostbite sets in faster.
