How will this work with Overlevelling weapons like Lich weapons and the Paracesis? Will they now have a maximum capacity of 35, or will levels beyond 30 still grant 1 capacity per level?

That's not true. LR doesn't count as mastery rank for modding purposes. Mastery rank caps at 30.

It actually does count for weapons you can overlevel like the Kuva/Tenet weapons.
