Claimants and beneficiaries actually defrauding welfare programs are a tiny, tiny percentage of documented fraud. The major reason for this is pretty obvious: Sick and disabled people are constantly battling an often cruel and limited welfare regime for the meager benefits offered.

They have severely limited spoons to get through any given day and certainly do not have the wherewithal to run benefit scams. So the constant teeth-gnashing we hear regarding such fraud is not rooted in evidence, but is rather traceable to deeper and older views about deservingness and poverty.
