Is there an exact method to unlocking skills in this game?

I have Laxia at level 62, and learning Spark Chaser is seemingly impossible. It's not unlocking.

I feel like I'm missing something. I have all her skills max including the book and monkey skill, and still no Spark Chaser. #Ys8 #YsVIII
