basically wings are separate from their arms but they can't flap on their own -- they're essentially a loose sheet of feathers that can be "worn" over the arms to act as proper wings, or left alone to act more like a cloak or a cape and leave the arms free
i imagine the excess feathers would start off small and messy at youth, and that getting older, growing them out, and forming wings would be a sign of maturity
Oooo that's a really cool interpretation of wings I like it! Let's him still have proper hands to be able to like, grab stuff but the traditional flight and winged image is retained. Also I must say the blue gives very nice contrast with the orange on his limbs and beak, is good design. Love this ^^
To continue, the wings being entirely seperate may actually work practically too. If I'm reading your description right, if it's just feathers any damage could be repaired easily and without pain to person. In addition it makes them more flexible to be like styled or colored for any cultural stuff.
Not too dissimilar to hair, different wing decorations or shapes could show where one comes from, occupations, status, etc. These are just ideas of mine tho, but I do hope they're inspiring for you in turn.
