You are correct. "One less" is correct in this context because "CEOs" is a nebulous number that isn't fixed. It's not like we went from 900-899 CEOs, we went from 900 to 900 but #900 is a different person.

When I was living in Ann Arbor, someone took out a Sharpie and crossed out "less" and wrote "fewer" on a supermarket express lane sign. To the supermarket's credit, it posted new signs with "fewer".
