Specifically, they’re doing this to juice the housing market by lowering lending standards for Fannie/Freddie backed loans before both exit conservatorship in ‘26-‘27 because they can’t control interest rates.

yes, but if you think of the mortgage holders as hostages, you can use their desire to pay and maybe have housing as leverage to make them tolerate all sorts of remunerative shenanigans.
