As for how Republicans did what they did...they got the House to hamper Obama, and they had two dem defectors during Biden's term. We have neither of those things. We have to deal w/what we have, not the numbers facing Obama or Biden. That's the reality at this moment.
The rest changes nothing. It makes the process a little longer (until those rules are changed), but again - we have done nothing.

It's not performative, slowing down the assault and making things as hard for them as possible IS doing something! It gives us time, and we are in desperate need of time.
