WTF it was built in 1968. I was expecting the lack of sprinklers to be because it was a 19th century historic building or something.

This may disturb you, but the first UL certification for a residential sprinkler was for the Grinnell Model F954 in 1981.

Sure, but the point being that nobody was really investigating this concept for /residential/ use until the late 20th century. Nobody even started investigating requirements until the mid 70s.
