Had a look, it is from 'Newsquest' which is US owned, and has local titles all over the UK, they do have an office in Newport, though where they run the title from IDK
Reach I know has recently moved most of their N Wales operation to Manchester, & S Wales to Bristol, they could have consolidated...

...their Welsh operations (I would have thought the opportunity for a Wales wide news title would have been enticing) but they chose not to, the other thing is these days most of the content isn't local, but sydicated, radio going the same way...
