Probably should explain. Sending it without recommendations means the committee didn't endorse it and is sending it to council for a vote. This is often done on items to signal to council to vote them down.
In this case City Planning and the planners aren't the issue. Not that the item was pushing boundaries much. But it's the councillors on the committee who are shying away. Everyone worried about alcohol and late night disruptions.
