In this case City Planning and the planners aren't the issue. Not that the item was pushing boundaries much. But it's the councillors on the committee who are shying away. Everyone worried about alcohol and late night disruptions.

I do though in this case Perks was in fairly strong support and it was other members who asked it to be sent without recommendations.

If so - who is enthusiastic about greater mixed use? Ie who brought the energy to study this to begin with? Someone in planning? A planner?
