I stand, sort of, corrected: Likes have no impact on whether posts appear in Followers’ Activity Feeds. But they do affect appearance in Bluesky’s Discovery Feed, and various community developed feeds. (I deleted “Discovery” because it wasn’t useful to me; trying it again now.)

My understanding is that one’s main “Following” feed is purely posts by people you follow, in time order. (In settings you can choose whether you want to see reposts, replies etc).

Some Feeds do or can have algorithms, including Bluesky feeds and community feeds:

The choice of algo is something Jack was talking about on a few occasions. Not sure the timeline works the way you described and if yes, then its usefulness would be limited to about 150 accounts one follows. Minus, cases when someone posts a lot and clogs their followers timeline completely.
