Hay is like the blades of grass, nice for eating if you are a horse. Horses use straw for bedding just like cats, and it has more structure to it. It doesn't bend as easily, so it traps more air, which is nice to keep warm air where you want it and let things dry out.
And they don’t need a fancy heated thing. An old styrofoam cooler with some straw will keep them warm. Mine lives in a Rubbermaid tote lined with styrofoam and wrapped in plastic to keep it dry. It’s her 12th winter with us.
