FEMA’s work is a vital resource for Americans recovering from wildfires, hurricanes, floods, and more—it should be strengthened, not gutted.

I have absolutely no idea. Nor do I have any idea why they can't deny unanimous consent. The only thing I can figure is Senate Dems are so out of touch they genuinely think people still aren't paying attention enough to catch them being duplicitous like this.
