As I recall, some $250M+ was approved by Congress to go to Ukraine for munitions to defend against Russian incursion, but Trump held a "perfect phone call." Said he'd release the funds if Zelensky gave him dirt on Biden, even though it wasn't true.

Sounds like there was armed conflict to me.
