There is no difference other than in aesthetics. Since this is a costume parade, the rules "encourage" (direct quote) a dress code for the costumes. It's an artistic decision, and not an evil conspiracy to destroy the fandom or anything. You can disagree with it, but the outrage feels rehearsed.
