That's the general legal advice for civilians in the US. It would make sense for them to operate on the same rules. Lobbing a bullet is use of deadly force, not a communication technique.

People wouldn’t be like “oh those are just warning shots.” It would be “THE MILITARY IS SHOOTING AT US!!!!” Firing those would be a Big Problem for everyone involved.
