I'm guessing by the wording that it is for people who may be trading in/selling their system prior to getting a Switch 2.

So you do this, sell your switch 1, buy a switch 2 with anything you made from that and then some, get your data back. Either they're genuinely distancing far away from switch 1 or they just didn't think about people selling their console after uploading the data.
