I FINALLY FIGURED OUT HOW TO IMPORT PNG LAYERS IN BLENDER'S GREASPENCIL WITHOUT RUINING IT
So to get this done, you need to Add "Images as Mesh Planes" and you select all of the png files and the settings highlighted in red are what you need to achieve the right layer order
