Not everyone (who's qualified) agrees with that reading of Art. II, S. 3. The Constitution seems to use "adjourn" to mean both "suspend business for a time" and "to go away from a place and to another place or time" (Webster's New Univ. Unabridged Dict.) 1/
A II, S. 3 says "[the president] may adjourn [the Houses of Congress] to such time as he shall think proper," which says to me "compel them to continue the session at a stated time". The opposite of telling them to suspend the session. 2/x
Says "he may, on extraordinary Occasions, convene both Houses ... and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper." If he adjourns them when they aren't in disagreement, then he's violated the constitution.
