I think, in a way, that's an interesting point. He's essentially a government assassin, who rarely questions that government. But that's who Bond is.

Bond is morally grey and maybe an antihero but that makes him more interesting. He has to make judgement calls and willing to work with rival spies or criminals if they could help him stop a greater threat. He’s not a psychopath imperialist like some critics claim he is
