It doesn't mate. A 3% margin of error, gives a 95% chance that the true value falls within that margin. So there's a 5% chance that the true value is 3% higher or lower.

Think about that logically. There's only a 5% chance that it could be 20%,but 14.000001 is just as likely as 17%? I think the margin of error might be a bit more complex than you realise mate.
