To counter Russian accusations of escalation, maybe North Korean troops, armament + supply lines should be the first targets (..?)
If the missiles are used, initially at least, against North Korean troops (and their supply lines), Russia can hardly accuse the West of "escalating", and it sends Kim Jong Un a clear message.
