Really need to see the methodology here. I can't find a breakdown of like-for-like offences so arrest rates per type can be compared, or arrest v. charge comparison info. It does note the difference in public order approach (lower arrest = higher force) but that's not developed further either.

I think it reveals more than ignorance - the new government had a chance to accept the court ruling that the change made to the Public Order Act was unlawful. It didn't and is appealing against the ruling
