Steel is an example of a hard-to-abate sector which only a few years ago CCS was put forward as "only way" to decarbonise.
Now that has changed.
However other methods for cement decarbonisation are being researched. Hence "may" above

It would seem reckless not to develop CCS until solutions are in place.
