I would also note the difference in responses between Sheriff Norris (county-wide elected official and known far-right actor & KCRCC ally) and Chief White (who applied for a job the city appointed him to in 2014). I am not sure I believe that Norris had no knowledge of security arrangements.

My reasoning comes from listening to a series on the PKK/YPJ and they Syrian civil war, where an interviewer spoke with Syrian police.
When asked about police turning on citizens, the local said something to the effect of “your police would do the same in your country.”
