acting on extraordinarily dated information, the First Whorl ordered an increased tax levy on a bunch of Yarangar settlements, some of which no longer existed, and when they didn't pay, the bureaucrats in time dilation ordered the "pacification" of the "province."

this escalated when the Sultanate of Ganat, across the Sierra Nevadas, started to arm Ranga tribesmen with more modern weapons, leading to a decade-long guerilla war which "ended," more or less, when the Cloud Temple Band defected from the Ganat forces and killed the Sultana's entire court.

so, Ganat is now a republic, the Cloud Temple Band is still up in the mountains, fomenting republican rebellion, and although the war is still, on paper, ongoing, the parts of the Sword Bureau which are outside of occultation in the First Whorl have more or less returned to their garrisons.

i mean, it more or less successfully tried to secede. or, well, "the tax collectors stopped showing up and everyone eventually decided they were indepndent."

and yeah, it's basically northeastern California and southeastern Oregon -- everything north of Bolinas, basically.
