I have so many questions about where people are supposed to obtain their own blood bags. Showing up at a hospital with a gallon of blood in a plastic milk jug is not something had on my dystopia bingo card.

It’s being called the BYOB bill. In this case, though, it stands for Bring Your Own Blood. And the driving force, at least in part, is concern about donor blood contaminated by vaccines.
