These declarations give executive officials flexibility to act quickly without new legislation aimed at addressing an emergent threat. They don't affect individual rights. In this case, the focus is on easing cooperation among food & agriculture, public health, & emergency services agencies....

At this point, the response is focusing on flexible reallocation of staffing/resources for things like epidemiological investigations & disease surveillance, mitigation of raw dairy contamination & health education & PPE distribution for dairy workers.

I wouldn't be surprised if add'l states issue declarations in the weeks ahead. Our experience w/ Covid may create a sense that such declarations are harbingers of extreme disruption. But they're actually fairly common. Think of it as indicating a need for resources & flexibility... not panic.

I’d rather a governor do this than pretend it’s not out there.
He emphasized “There is NO immediate threat to the general public.”
But wouldn’t you feel better KNOWING your risk factors, than being told to ignore all threats?
