This is the end of science as we know it if it stands—15% IDCs for all NIH Grants.

IDCs are negotiated bewteen Institutions and Cognizant agency. For much of biomedical research, this should be Division of Cost Allocation Services (CAS) at DHHS.
Question is, once F&A rate agreement is reached, who has the authority to change it?

To clarify, rate agreements are negotiated between universities and either HHS or ONR based on the costing principles described in 2 CFR 200. Sometimes we see limitations enacted through legislation (think USDA). Through regulation and agency head action, agencies can limit IDC.
