The first thing I learned to do here is find the block lists. You subscribe to one, hit "block" and everyone on the list is blocked. And if someone is added? Auto blocked.

Oh, and there is a chrome add on that lets you see who you are following on twitter that is also here. It's like 80-90% accurate.
