The sections on HTML and CSS are your friends. Also youtube, as for everything, is a lovely resource. It really isn't any harder than opening notepad and saving a file.
Advanced CSS is less easy, but legit, you can probably learn to make a 90's space jam-style site in a couple days.
And if you want something more advanced like a drop-down, you can literally copy-paste from w3school examples.
