No gov’t commission: there must be judicial oversight!
I note as well they don’t mention “the Charter”, that’s on purpose.
(sigh) this is just another swipe at "junkies", because they "know" that people using narcotics are just those looking for a high and not those using them to control pain because they've been waiting months or years for surgeries or psychiatric help.
Just pray that the more humane efforts elsewhere show to be obviously more efficacious. Society is still in the experimental phase of figuring out this crisis.
