this was drawn in the early 2000s, but hasn't aged a day. the playbook of right-wing attacks on queer people, sex workers and freedom of information stayed the same.

False: terrorism changed; christchurch killers video emphatically intended to inspire future events, intended ‘viral’ spread. Stochastic terrorism changed particularly rightwing. Internet itself changed (rise of big social media platfrms, whose moderation became relevant, not same as wider internet)
Potential enforcement changed; social media companies can be categorised by size. right of large social media companies to operate in a nation can be made contingent on their efforts at moderation- via social pressure/boycotts, or via legislation. Early 2000s this was absurd.
In 2023 tech-literate people can legitimately argue that while the internet in its entirety is absurd to police, we dont have to accept genocidal calls appearing on (say) youtube, or being recommnded by its algorithms. Or genocidal plans against Rohingya on FB. 20 years ago no similar sites existed.
In 2023 people can respond to claims that moderating big social media sites (FB/YT) is pointless because “those attempting to inspire hate crimes just go elsewhere on net w/o losing followers.” Ask them what Milo Y is doing lately.

Exactly the same tactics for decades. The same stuff they're doing to trans healthcare now is what they did to abortion access in the 90s, down to the stochastic terrorism.
