Valve legit has responded to me twice with basically "sucks to be you".

Thing is, all of this is legal. There's really nothing Valve *can* do. People are buying games on Steam and then refunding them. The platform is working as intended.
Valve *can* deny refunds, which is the entire point of them asking you the reason for your refund. But they don't. Which is lame because this a pattern of mass refunding from the same country each time.
